The Chairman of Formby Parish Council addressed the meeting and suggested that the traditions and history of Little Altcar needs to be taken into account during the Governance Review and that he would welcome input from Little Altcar Parish Councillors to identify the important aspects that should be considered.
Cllr Coles also reported that work is due to commence on the Chapel Lane roundabout and explained that due to the increasing number and size of the HGV’s they are causing repeated damage to the roundabout and the railings. This is now being addressed by making the roundabout smaller, but still maintaining a floral display.

16.0 Minutes of the Previous Meeting
It was resolved that the minutes of the Annual meeting held on 9 May 2017 were approved as a correct record.
17.0 Matters of Report from Previous Meeting
Item 7: The Clerk confirmed that the letter to Sefton Council regarding the Governance Review request had been sent.
Item 11: Members discussed the problem of maintaining the present wooden “Little Altcar” signpost. It was agreed to confirm whose land the sign is situated on; and source alternative signpost suppliers for a replacement sign; consider how to preserve the coat of arms part of the sign and the memorial plaques.
Cllr Irving reported that the hedge behind the signpost was almost 100 years old and that she has asked the Merseyside Advisory Environment Service for advice on whether it can be protected.
18.0 Planning Applications
It was agreed that the information previously circulated to Cllrs regarding the objection to the planning application for land south of Andrews Lane be submitted to Sefton Planning.
Members discussed the problem of the gates to the entrance to the private road at Hoggs Hill Lane leading to the new Bellway development “Orchid Meadows”. It was noted that the padlock is constantly being broken and the road is being used by vehicles accessing the site. It was agreed to write to Sefton to enquire what if any planning conditions were imposed on the use of this road.
19.0 To discuss and resolve the following:
19.1 Members discussed the data protection and the requirement for Cllrs to register as data controllers. It was agreed to set up parish council email accounts and ensure compliance with the regulations.
It was resolved to reimburse the fee for Members registering as data controllers through expenses.
20.0 To authorise Payments
Payments:
Zurich Insurance £206.08
It was resolved to approve the payments as listed
21.0 Chairman’s Report
The Chairman reported that she had attended the CSAC and it was noted that the police will no longer be reporting at these meetings, but will only send out email reports.
It was also noted that Formby Parish Council have resolved to submit a modification order under section 53 of the Wildlife and Countryside Act 1981 for St Luke’s Church Road, Albert Road, Alexandra Road, and adjoining roads.
22.0 Finance Report
Cllr Kolassa presented the budget report which was agreed by members.
It was noted that the audit for 2016-17 was still on-going and was being finalised by Joan Croasdell before being handed over.
Members discussed the closure of the local Bank branch and agreed to look at alternative banking arrangements.
It was agreed that Cllrs Ibbs, Murphy, Kolassa and Wield would be the authorised signatories.
23.0 Update on the Draft Neighbourhood Plan
The Clerk reported that there is still considerable work to be undertaken on the Neighbourhood Plan including making all the amendments to the plan document following the public consultation; preparing a consultation statement and a basic conditions statement.
24.0 Clerk’s terms and conditions of employment
It was resolved that “pursuant to section1(2) of the Public Bodies (Admission to meetings) Act 1960, because of the confidential nature of the business to be transacted, the press and public leave the meeting during consideration of the Clerk’s terms and conditions of employment”
There is no minute recorded due to the confidential nature of the business.
