51.0 Minutes of the Previous Meeting
The minutes of the Ordinary meeting held on 13 November 2018 were approved as a correct record and signed by the Vice Chairman.
52.0 Matters of Report from Previous Meeting
Members noted all the amendments received for the Neighbourhood Plan and request that Formby Parish Council submit the amended Neighbourhood Plan to Sefton Council for the Submission Consultation, as previously resolved. (Minute 11.5)
53.0 Planning Applications
To note the current position on Formby Development Sites in Sefton’s Local Plan:
53.1 West Lane application – application for a residential home and houses noted.
53.2 Brackenway application – members noted that plans have been re-submitted regarding drainage.
53.3 Andrews Lane – it was noted that this application has not been signed off yet.
53.4 Former Nat West Bank – members noted a 4 x 2-bed flats application including building on the car park area at the rear of the site – members noted that parking should be available for all residential properties otherwise this would put more pressure on the residents in other nearby roads.
53.5 Powerhouse site – application for 9 detached properties – members agreed to review this application.
54.0 To discuss and resolve the following:
54.1 To discuss and approve the budget for 2019/20
Members reviewed the budget for anticipated year end for 208/19 and discussed the expected expenditure for 2019/20.
It was resolved to approve the budget for 2019/20
54.2 To discuss and approve the precept for 2019/20
Members discussed the precept requirement to fulfil the budget for 2019/20
It was resolved to approve a precept of £9.96 per band “d” household for 2019/20 (amount may vary slightly depending on Sefton Council determining the tax base for 2019/20)
54.3 To discuss and approve a contribution for the maintenance of the Horse Chestnut trees in the village centre.
Members noted the petition received by Formby Parish Council to save the Horse Chestnut trees in the village signed by over 4,200 residents, including residents living in Little Altcar. Members noted that Formby Parish Council have undertaken expert reports to determine the health of the trees and what measures need to be taken to improve the health and viability of retaining the trees. Whilst the immediate pruning work has been done by Formby Parish Council, there are further maintenance requirements that must be satisfied before Sefton will agree to the trees remaining. Members agreed that it would be appropriate to contribute to the maintenance work however the cost of the work has not yet been ascertained. It was agreed to defer this motion until further information is available.

It was resolved to approve the payments as listed.
56.0 Update on the merger of Formby and Little Altcar Parish Councils
The Clerk reported that Formby Parish at a meeting on 8 January, resolved to apply for a Grouping Order to form a grouped parish council with Little Altcar. Little Altcar Parish had previously passed the same resolution at their meeting in December. The Clerk has now formally written to the Chief Executive of Sefton Council to request that a Grouping Order is made.
Members discussed the process and agreed that if Sefton have not responded by the end of the month then the Clerk should request for a meeting with the Chief Executive and the respective Chairman of the Parish Councils.
57.0 Date of Next Meeting
The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 9 April 2019, 7.00pm, Formby Library, Duke Street, Formby.
