Minutes of the Ordinary Meeting

28.0 Apologies for Absence
There were apologies received from Cllr Wield.
29.0 Members Declaration of Interest
There were no declarations of interest.

31.0 Minutes of the Previous Meeting
The minutes of the Ordinary meeting held on 3 September 2019 were approved as a correct record and signed by the Chairman.
32.0 Matters of Report from Previous Meeting
There were no matters of report from the previous meeting.
33.0 Planning Applications
Members noted that the Neighbourhood Plan now carries full weight for planning applications.
It was noted that the Mayflower application to discharge conditions under the previously awarded planning consent, has raised the issue of the number of parking spaces available and that this is under review.
34.0 To discuss and resolve the following:
34.1 Members noted the result of the Referendum with 86% voting in favour from a turnout of 16%. It was noted that this is a similar result to that achieved by Maghull and Melling Parish Councils for their Neighbourhood Plan referendums.
The Council expressed thanks to all those Cllrs and other volunteers who worked on the Neighbourhood Plan including Mr Andy Fraser a resident representative, Formby Civic Society representative Mr R Derricott, Cllrs Baxter, Bennett, Kolassa, McCann, Y Irving, D Irving and Wield and former Cllr Mr Mike Coles.
34.2 It was resolved to approve the budget report and bank reconciliation to 10 October 2019.
34.3 It was noted that the current notice board is broken and in need of replacement. Members discussed the type of notice board and agreed to replace this with a style in keeping with the village furniture.
It was resolved to approve the ordering of a new notice board at a cost of approximately £3000.
35.0 Chairman’s Report
Cllr Kolassa reported that the VE day bank holiday on Friday 8 May 2020 would be a day of community celebration and members agreed that Little Altcar Parish Council would endeavour to support an event.
It was noted that Formby Parish Council are liaising with Sefton officers regarding having wildflower meadow borders instead of grass verges on the bypass. There may be some technical issues regarding safety aspects such as protecting sight lines, but if it is possible members agreed that the idea is very appealing.
36.0 To Authorise Payments
Clerk Services April to November £1000
Website domain renewal £86.40
Remembrance wreath £35.50
Neighbourhood Plan contribution £200
It was resolved to approve the payments.
37.0 Date of Next Meeting
The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 7 January 2020, 6.30pm, Formby Library, Duke Street, Formby.
