Minutes of the Ordinary Meeting

Present: Councillors: Leo Kolassa, Sandra Baxter, Maria Bennett, Yvonne Irving, Bob McCann, Michael Walsh and Mike Weild.

In Attendance: Mrs C Jenkins (Clerk) and 1 member of public.

33.0 Apologies for Absence

There were no apologies received.

34.0 Members Declaration of Interest

There were no interests declared.

35.0 Public Forum

The meeting was adjourned for this item.

There were no members of public wishing to address the Council.

The meeting was reconvened.

36.0 Minutes of the Previous Meeting

The minutes of the Ordinary Meeting held on 2 November 2021 were approved as a correct record and signed by the Chairman.

37.0 Matters of Report from Previous Meeting

37.1 Formby and Little Altcar Signpost.

Members noted the new logo has now been finalised and being used on the letterhead paper for Parish Council correspondence. The final design for the new signpost is in progress using the new logo. Once the design is finalised it will be forwarded to Sefton Council for a quote.

38.0 Planning Applications

38.1 Land east and west of West Lane for 91 homes – the planning consultation has now commenced.

38.2 Brackenway allocation site – the developers have invited Formby Parish Cllrs to a meeting to show amendments to their plans.

39.0 To Discuss and Resolve the following:

39.1 To approve the budget for 2022/2023.

It was resolved to approve the budget for 2022/2023.

39.2 To determine the precept for 2022/2023 as per the approved budget.

It was resolved to approve the precept at £11.50 per household per year.

39.3 To approve a contribution not to exceed 50% for the Little Altcar and Formby signpost at Liverpool Road.

The proposed signpost, a collaboration with Formby Parish Council was discussed by Members. It was noted that the signpost is to be situated at Liverpool Road near the new housing development at the southern entrance to Formby. The position of the logos and the wording to say, “Welcome to Formby and Little Altcar” was considered. It was also noted that once the design is finalised, Sefton Highways will obtain a quote to include installation costs.

It was resolved to approve a maximum contribution of £500, or 50% whichever is lower, for the signpost.

40.0 Chairman’s Report

The Chairman reported on events over the past few months and his attendance at the Remembrance Day service at St Michael and All Angels church.

He also reported that the proposed merger of Little Altcar Parish Council and Formby Parish Council through a grouping order had been discussed previously and supported by this Council. Members were reminded that at the time the Monitoring Officer at Sefton Council advised that it was too late for the May 2019 elections, and it was agreed to put this on hold until the 2023 Parish Council elections. Members agreed to put this on the agenda for further discussion at the Annual meeting in May.

41.0 To Authorise Payments

It was resolved to approve the payments as listed:

  1. Clerks Services, Formby Parish Council – £500
  2. Poppy Appeal, Royal British Legion – £35.50
  3. Data Protection fee, ICO – £35
  4. Design and artwork for LAPC logo, sole trader – £55

Nb sole traders are not named in the minutes due to data protection regulations.

42.0 Date of Next Meeting

The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 3 May 2022 at 6pm.
