Minutes of the Ordinary Meeting
Present: Councillors: Leo Kolassa, Sandra Baxter, Bob McCann, Michael Walsh and Mike Weild.
In Attendance: Mrs C Jenkins (Clerk) and 3 members of public.
24.0 Apologies for Absence
There were apologies received from Cllr Bennett who was attending a meeting at Sefton MBC.
25.0 Members Declaration of Interest
There were no interests declared.
26.0 Public Forum
The meeting was adjourned for this item.
There were no members of public wishing to address the Council.
The meeting was reconvened.
27.0 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on 6 September 2022 were approved as a correct record and signed by the Chairman.
28.0 Matters of Report from Previous Meeting
28.1 There is no further report on the welcome signs.
29.0 Planning Applications
29.1 Brackenway site
The Clerk reported that a further reserved matters planning application had been received for the Brackenway Site and that she had resubmitted the previous submission from Formby Parish Council’s planning advisor.
30.0 To Discuss and Resolve the following:
30.1 To discuss the update from Sefton Council on the proposed grouping order.
Cllr Kolassa reported that due to a Boundary Commission review, the grouping order cannot take place next year. Any consideration by Sefton Council for grouping will not be undertaken until the review findings have been published, which is expected to be in 2024. The Parish Councils will be consulted directly by the Boundary Commission next year with further details.
31.0 Chairman’s Report
31.1 The Chairman reported on the Formby Football site. It was noted that an enforcement notice was issued for a specific area on the site. The Enforcement Officer was satisfied that the spoil had been removed from that specific area. However, Cllrs have received photographs showing the spoil had been moved from the area covered by the notice to the former football pitches and raised that land. No consignment notices were issued for the spoil being moved onto the site as this was done illegally during the Covid pandemic lockdowns and therefore the spoil must be treated as contaminated. Any spoil that has been removed from site should also have consignment notices. It was agreed to write to the Enforcement Officer and enquire whether the site has been fully remediated and still classed as green field within the green belt.
31.2 There will be a Police surgery at Formby Library and Ince Blundell Garden Centre. Cllrs noted an increased police presence at Duke Street Park.
31.3 It was reported that lights and CCTV are being installed in Duke Street Park by Formby Parish Council.
32.0 To Authorise Payments
It was resolved to approve the payments as listed:
Clerk services £375
Donation for Christmas Tree £200
Donation for Christmas lights Switch on event £200
Royal British Legion wreath donation £45
33.0 Date of Next Meeting
The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 31 January 2023 at 6.30pm.
