Minutes of the Ordinary Meeting

Present: 

Councillors: Leo Kolassa, Sandra Baxter, Maria Bennett, Bob McCann, Michael Walsh and Mike Weild

34.0 Apologies for Absence

There were apologies received from Cllr Y Irving.

35.0 Members Declaration of Interest

There were no interests declared.

36.0 Public Forum

The meeting was adjourned for this item.

There were no members of public wishing to address the Council.

The meeting was reconvened.

37.0 Minutes of the Previous Meeting

The minutes of the Ordinary Meeting held on 1 November 2022 were approved as a correct record and signed by the Chairman.

38.0 Matters of Report from Previous Meeting

38.1 The Clerk reported that she had written to the Planning Enforcement Officer to enquire if the Formby Football Club site had been fully remediated and whether it was still classed as green belt. He had responded to say:

“With regard to consignment notices the landowner has stated that the material removed from the site was not hazardous.  It would be the responsibility of the waste carrier to ensure that they have the relevant permits to carry waste and it would the Environment Agency who regulate this.

Similarly if imported material has been brought to the site and deposited this would be a matter for the Environment Agency to regulate with the waste carriers. We have informed the Environment Agency of the latest developments on site and requested that they investigate the situation.

The status of the land remains as Green Belt and this has never altered.

In the meantime we have, as advised, requested a planning application to be submitted in respect of the engineering works (whether this is left over material or imported topsoil).”

38.2 To provide an update on the proposed grouping order.

The Chairman reported that there is no further update. No action can be taken before the Boundary Commission review has been completed.

39.0 Planning Applications

39.1 Members noted the weekly list provided by Sefton Council.

40.0 To Discuss and Resolve the following:

40.1 To approve for the Clerk to become an authorised signatory.

It was resolved to approve the Clerk as an authorised signatory.

40.2 To approve for the banking arrangements to be upgraded to provide an on-line facility for banking, which includes the use of a debit card as per financial regulations.

40.3 To approve the budget for 2023/24

40.4 To approve the precept for 2023/24

Members discussed the desire to maintain the same band rate as neighbouring Formby Parish Council with the intention of amalgamating the two parishes under a grouping order at a future date.

It was resolved to approve an increase in line with Formby Parish Council.

Note this will amount to a 2% increase per band, equivalent to an additional 23p per household per year for a band D property. The full year cost for a band D property will be £11.73

40.5 To approve a grant application of £250 for a contribution towards signage for the Formby Heritage Museum

It was resolved to approve the grant application of £250 for a contribution towards the signage for Formby Heritage Museum.

40.6 To approve for the agreement with Formby Parish Council for the provision of Clerk Services to be extended for a further term of office (2023 to 2027)

41.0 Chairman’s Report

41.1 The Chairman reported that the pedestrian crossing on Liverpool Road will be upgraded as part of the Liverpool Road development.

Developers have approached the Parish Council regarding the provision of a defibrillator for the community. This will be investigated.

It was noted that advise has been sought regarding refurbishing the old Little Altcar sign and a recommendation has been made to laminate this to add extra protection. This will be further investigated.

The Chairman thanked Cllr Weild for his role as Little Altcar Parish Council liaison with Formby Parish Council on the new welcome to Formby and Little Altcar Sign, which will be installed near to the new housing development.

32.0 To Authorise Payments

It was resolved to approve the payments as listed:

Clerk services £250

Donation to Formby Parish Council for welcome to Formby sign £250

Community Grant Imagine Formby £250

ICO data protection fee £35

33.0 Date of Next Meeting

The Annual meeting of Little Altcar Parish Council will be held on Monday 15 May 2023 at 6.00pm
