Minutes of the Annual Meeting
13 May 2024
Present: Councillors: Leo Kolassa, Colin Appleton, Derek Baxter, Sandra Baxter, Mike Wield and Paul Wiencke.
In Attendance: Mrs C Jenkins (Clerk) and 0 members of public.
1.0 To elect a Chairman for 2024-25, who will then sign the “Declaration of Acceptance of Office”
Nominations were received for Cllr Kolassa
It was resolved that Cllr Kolassa be appointed as Chairman.
Cllr Kolassa signed the declaration of acceptance of office and witnessed by the Clerk.
2.0 To elect a Vice Chairman for 2024-25, who will then sign the “Declaration of Acceptance of Office”.
Nominations were received for Cllr Wiencke
It was resolved that Cllr Wiencke be appointed as Vice Chairman.
Cllr Wiencke signed the declaration of acceptance of office and witnessed by the Clerk.
3.0 Apologies for Absence
There were apologies received from Cllr Riley.
It was resolved to approve the reason for absence for Cllr Riley.
4.0 Members Declaration of Interest
There were no interests declared.
5.0 Public Forum
The meeting was adjourned for this item.
There were no members of public wishing to address the Council.
The meeting was reconvened.
6.0 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on 29 January 2024 were noted and signed by the Chairman for the meeting.
7.0 Matters of Report from Previous Meeting
There were no matters of report.
8.0 Retiring Chairman’s Annual Report
Cllr Kolassa thanked Cllr Riley, Cllr Catie Page and Cllr Chris Page for stepping in last year to ensure the Annual Meeting was quorate and could proceed.
The Chairman expressed thanks to the Clerk and Administrative Assistant for their support during the year. Cllr Kolassa also reported that he was happy to be working with Formby Parish Council and contributing to events and projects in the village that benefit the residents in both parishes.
9.0 Annual Return
9.1 To receive the Internal Auditors Report
It was resolved to approve the Internal Auditors Report.
9.2 To approve the annual governance statement section 1
Cllrs answered yes to questions 1-8 (question 9 not applicable) detailed on the governance statement and this was recorded on the Annual Return, which will be published on the website.
It was resolved that the governance statement section 1 be approved.
9.3 To approve the accounting statements section 2
It was resolved that the accounting statements section 2 be approved.
9.4 To certify as exempt from a limited assurance review under section 9 of the Local Audit (Smaller Authorities) Regulation 2015
It was resolved that Little Altcar Parish Council certify that during the year 2023-24 the higher of the Authorities gross income for the year or gross annual expenditure for the year did not exceed £25,000 and approved that the circumstances have been met to declare as exempt from a limited assurance review.
9.5 To note the dates set for the exercise of public rights: Monday 3 June to Friday 12 July 2024. Cllrs noted the dates set for the exercise of public rights.
10.0 Planning Applications
Members noted that the work to upgrade the road crossing on Liverpool Road has commenced.
11.0 To Discuss and Resolve the following:
11.1 To approve the quote for the renewal of the Insurance at £241.
It was resolved to approve the renewal of the Insurance at £241.
11.2 To approve a grant to Formby Parish Council for the Pride of Formby awards.
It was resolved to approve a grant for the Pride of Formby awards for £150.
11.3 To approve the payment of £1,500 per annum for the provision of Clerk and administrative services.
It was resolved to approve the payment of £1,500 for the provision of Clerk and administrative services in accordance with the contract with Formby Parish Council.
11.4 To note that the Formby Civic Society are organising an event to celebrate the 250th anniversary of the first lifeboat station on Formby beach.
Members noted the event.
12.0 To Authorise Payments
It was resolved to approve the payments as listed:
Zurich insurance renewal £241.
Formby Parish Council for Clerk Services April and May £250
Formby Parish Council grant £150
ESB Publicity for refurbishment of old Little Altcar Signpost £700
