Minutes of the Annual Meeting

19 May 2025

Present:

Councillors: Leo Kolassa, Colin Appleton, Derek Baxter, Sandra Baxter and Paul Wiencke

In Attendance: Mrs C Jenkins (Clerk) and 0 member of public

 

1.0 To elect a Chairman for 2025-26, who will then sign the “Declaration of Acceptance of Office”

Nominations were received for Cllr Kolassa

It was resolved that Cllr Kolassa be appointed as Chairman.

Cllr Kolassa signed the declaration of acceptance of office and witnessed by the Clerk.

 

2.0 To elect a Vice Chairman for 2025-26, who will then sign the “Declaration of Acceptance of Office”.

Nominations were received for Cllr Wiencke

It was resolved that Cllr Wiencke be appointed as Vice Chairman.

Cllr Wiencke signed the declaration of acceptance of office and witnessed by the Clerk.

3.0 Apologies for Absence

There were apologies received from Cllrs Riley and Weild.

It was resolved to approve the reason for absence for Cllr Riley.

 

4.0 Members Declaration of Interest

There were no interests declared.

 

5.0 Public Forum

The meeting was adjourned for this item.

There were no members of public in attendance.

The meeting was reconvened.

 

6.0 Minutes of the Previous Meeting

The minutes of the Ordinary Meeting held on 20 January 2025 were noted and signed by the Chairman for the meeting.

 

7.0 Matters of Report from Previous Meeting

There were no matters of report.

 

8.0 Retiring Chairman’s Annual Report

Cllr Kolassa expressed thanks the Cllrs, Clerk and Administrative Assistant for their support during the year. Cllr Kolassa also reported that the old Little Altcar painted wooden sign is due for refurbishment and the Chair will give that his attention this year.

 

9.0 Annual Return

9.1 To receive the Internal Auditors Report

It was resolved to approve the Internal Auditors Report.

9.2 To approve the annual governance statement section 1

Cllrs answered yes to questions 1-8 (question 9 not applicable) detailed on the governance statement and this was recorded on the Annual Return, which will be published on the website.

It was resolved that the governance statement section 1 be approved.

9.3 To approve the accounting statements section 2

It was resolved that the accounting statements section 2 be approved.

9.4 To certify as exempt from a limited assurance review under section 9 of the Local Audit (Smaller Authorities) Regulation 2015

It was resolved that Little Altcar Parish Council certify that during the year 2024-25 the higher of the Authorities gross income for the year or gross annual expenditure for the year did not exceed £25,000 and approved that the circumstances have been met to declare as exempt from a limited assurance review.

9.5 To note the dates set for the exercise of public rights: Tuesday 3 June to Monday 14 July 2025. Cllrs noted the dates set for the exercise of public rights.

 

10.0 Planning Applications

Cllrs noted the Sefton Council weekly lists.

 

11.0 To Discuss and Resolve the following:

11.1 To approve the quote for the renewal of the Insurance at £241.

It was resolved to approve the renewal of the Insurance at £241.

11.2 To approve a grant to Formby Parish Council for a contribution to the VE Day 80 brochure.

It was resolved to approve a grant of £100 towards the VE Day 80 brochure.

11.3 To approve the payment of £1,600 per annum for the provision of Clerk and administrative services in accordance with the contract between Formby Parish Council and Little Altcar Parish Council.

11.4 To approve the purchase of a 3-tier planter for the land adjacent to the old Little Altcar sign.

11.5 To approve the cost of compost for the planter

It was resolved to approve a budget estimate of £500 for the cost of compost and installation of the planter.

11.6 To approve the annual sum of £365 for summer and winter planting, maintenance and watering of the planter.

12.0 To Authorise Payments

It was resolved to approve the payments as listed:

Sefton MBC, tree planting £2,800

Zurich insurance renewal £241.

Formby Parish Council for Clerk Services April, May and June £375

Formby Parish Council grant £100

Sefton CVS, audit services £26.25

 

13.0 Date of Next Meeting

The next Ordinary meeting of Little Altcar Parish Council will be held on Monday 15 September 2025 at 6.30pm.
