Minutes of the Meeting

15 September 2025

Present:

Councillors: Leo Kolassa, Colin Appleton, Derek Baxter, Sandra Baxter and Mike Weild

In Attendance: Mrs C Jenkins (Clerk) and 0 member of public

 

14.0 Apologies for Absence

There were apologies received from Cllrs Riley and Wiencke.

It was resolved to approve the reason for absence for Cllr Riley.

 

15.0 Members Declaration of Interest

There were no interests declared.

 

16.0 Public Forum

The meeting was adjourned for this item.

There were no members of public in attendance.

The meeting was reconvened.

 

17.0 Minutes of the Previous Meeting

The minutes of the Annual Meeting held on 19 May 2025 were approved and signed by the Chairman for the meeting.

 

18.0 Matters of Report from Previous Meeting

18.1 To receive an update on the proposed merger of Little Altcar Parish Council with Formby Parish Council.

The Clerk spoke with the Electoral Services Manager, who has said that there are several changes planned across the Borough following the boundary review that took place, and he will deal with the proposed merger at the same time as making the other changes recommended in the boundary review.

 

19.0 Chairman’s Report

19.1 Little Altcar Sign

Progress has stalled with the restoration of the sign. It was agreed to look for an alternative sign maker who can continue with the project.

19.2 Formby Heritage Centre

Cllr Kolassa informed Cllrs that the Heritage Centre need grant assistance to help pay for an unexpected bill from the Fire Regulators and asked for this to be discussed at the next meeting in November when further details can be obtained.

19.3 Gild Hall

For information only it was noted that the Gild Hall has now closed, and has been emptied, but understands that at present there is no plans for its future. However, the presbytery, a listed building on School Lane is in the process of being sold.

19.4 Cllr Kolassa wished to thank the Parish Clerk for providing a benchmark for the level of financial contributions towards future joint projects with Formby PC. It was noted that Little Altcar’s population (including the new housing developments) is now estimated to be equivalent to 10% of the population of Formby Parish Council.

 

20.0 Planning Applications

Cllrs noted the Sefton Council weekly lists.

20.1 Removal of the hedgerow at the Liverpool Road site entrance.

The application to install a wider pavement, involves the removal of the hedgerow opposite the development. It was also noted that traffic lights will be installed at this location, which was agreed under the original planning application.

 

21.0 To Discuss and Resolve the following:

21.1 To approve a contribution of £300 to Formby Parish Council for the Christmas Tree.

It was resolved to approve a contribution of £300 for the Christmas Tree.

21.2 To approve a contribution of £700 to Formby Parish Council for the Christmas Lights event.

It was resolved to approve a contribution of £700 for the Christmas Lights event.

21.3 To approve a contribution of £500 to Formby Parish Council for the Christmas Hampers.

It was resolved to approve a contribution of £500 for the Christmas Hampers.

21.4 To approve the purchase of wreaths for Remembrance Sunday.

Cllr Kolassa will attend the service at St Michaels Church to lay a wreath, and Cllr Appleton will attend the service at Holy Trinity and the Memorial Gardens to lay a wreath on behalf of Little Altcar Parish Council.

It was resolved to approve the purchase of wreaths for Remembrance Sunday.

 

22.0 To Authorise Payments

It was resolved to approve the payments as listed:

3-tier planter – £746.64

Clerk and administrative services, July, August and September – £400

Remembrance Day wreaths tbc

Installation, composting, planting and watering of the 3-tier planter – £552

Domain renewal – £10

 

23.0 Date of Next Meeting

The next Ordinary meeting of Little Altcar Parish Council will be held on Monday 17 November 2025 at 6.30pm.
