Minutes of the Ordinary Meeting

22.0 Minutes of the Previous Meeting
The minutes of the Ordinary meeting held on 20 May 2019 were approved as a correct record and signed by the Chairman.
23.0 Matters of Report from Previous Meeting
12.3 Grouping Order – Cllr Kolassa reported that as the Grouping Order had not been achieved prior to the May elections and Cllrs had now been elected for a 4-year term of office, the councils would need to review the timing to reapply for a Grouping Order prior to the next elections.
24.0 Planning Applications
To note the current position on Formby Development Sites in Sefton’s Local Plan:
24.1 Liverpool Road site applications including the smaller site and the Altcar Road development.
Morris Homes application for 68 houses has been approved, with conditions. It was noted that this includes 3 storey town houses. It was reported that this was an Officer approval and Cllr McCann has written to enquire why this didn’t go before the planning committee. The Formby and Little Altcar Neighbourhood Development Plan is to go to a Referendum before it can become a made plan, however, this should carry significant weight with regard to planning decisions being made now.
25.0 To discuss and resolve the following:
The Chairman asked to take the items in a different order to that published on the agenda and this was approved by members.
25.2 To note and accept the Examiners report on the Formby and Little Altcar Neighbourhood Development Plan.
It was agreed to note and accept the examiner’s report and members noted that the Plan contains housing, flooding and other Formby specific policies that will be additional to the Local Plan policies.
If the Neighbourhood Plan is approved at the Referendum then Sefton Council will have to apply the policies to planning applications.
There are 30 policies in the Neighbourhood Plan that would provide more specific Formby related policies to planning applications in addition to Local Plan policies – if the plan is rejected only the Sefton Local Plan policies would apply.
The Chairman asked for his Thanks to be recorded to Cllr Bennett, Chairman of the Neighbourhood Plan Steering Group for all her hard work.
25.3 To approve a contribution towards the £1200 +vat for a 4-page wrap around, Champion Newspaper, to advise residents on the content of the Neighbourhood Plan for the upcoming referendum.
It was resolved to approve £200 contribution towards the feature article for the Neighbourhood Plan.
25.4 To approve a contribution towards the quote of £1100 +vat for the artwork for the revised Neighbourhood Plan document and £344 +vat for 20 copies.
It was resolved to approve £200 contribution towards the artwork and printing of the revised Neighbourhood Plan.
25.1 To approve a donation to Frack Free Formby of £250 towards a traffic survey, which can also be used by the parish councils when considering responses to planning applications.
It was resolved to approve the donation of £250 to Frack Free Formby.
25.5 To discuss the Parish Charter and to nominate a representative to be involved in revising this document.
It was agreed that Cllr Kolassa will be the parish council representative.
26.0 Chairman’s Report
The Chairman thanked all those involved in the Neighbourhood Plan meetings and work done over the summer to ensure that this proceeded to Referendum in a timely manner.
27.0 Date of Next Meeting
The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 5 November 2019, 6.30pm, Formby Library, Duke Street, Formby.
