Minutes of the Annual Meeting
Present: Councillors: Leo Kolassa, Sandra Baxter, Bob McCann, Michael Walsh and Mike Weild.
In Attendance: Mrs C Jenkins (Clerk) and 2 members of public.
1.0 To elect a Chairman for 2022-23, who will then sign the “Declaration of Acceptance of Office”
Nominations were received for Cllr Kolassa.
It was resolved that Cllr Kolassa be elected as Chairman.
Cllr Kolassa signed The Declaration of Acceptance of Office, and this was witnessed by the Proper Officer.
2.0 To elect a Vice Chairman for 2022-23, who will then sign the “Declaration of Acceptance of Office”
Nominations were received for Cllr Baxter.
It was resolved that Cllr Baxter be elected as Vice-Chairman.
Cllr Baxter signed The Declaration of Acceptance of Office, and this was witnessed by the Proper Officer.
3.0 Apologies for Absence
There were apologies received from Cllrs Bennett and Irving.
4.0 Members Declaration of Interest
There were no interests declared.
5.0 Public Forum
The meeting was adjourned for this item.
There were no members of public wishing to address the Council.
The meeting was reconvened.
6.0 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on 2 February 2022 were approved as a correct record and signed by the Chairman.
7.0 Matters of Report from Previous Meeting
7.1 Formby and Little Altcar Signpost.
Cllr Weild reported that the welcome sign was still under discussion at the Formby Parish Council Environment Group.
8.0 Retiring Chairman’s Annual Report
Cllr Kolassa reported “It has been a difficult couple of years due to the pandemic. We are continuing to monitor the development of the Liverpool Road site and raise concerns with planning. Piling has recommenced and can be heard by a wider area than previously when the less intrusive piling method was being used.”
The Chairman gifted some Ukraine badges to members and the Clerk as a further show of support for Ukraine.
9.0 Annual Return
9.1 To receive the Internal Auditors Report
It was resolved to approve the Internal Auditors Report.
9.2 To approve the annual governance statement section 1
Cllrs answered yes to questions 1-8 (question 9 not applicable) detailed on the governance statement and this was recorded on the Annual Return, which will be published on the website.
It was resolved that the governance statement section 1 be approved.
9.3 To approve the accounting statements section 2
It was resolved that the accounting statements section 2 be approved.
9.4 To certify as exempt from a limited assurance review under section 9 of the Local Audit (Smaller Authorities) Regulation 2015
It was resolved that Little Altcar Parish Council certify that during the year 2021-22 the higher of the Authorities gross income for the year or gross annual expenditure for the year did not exceed £25,000 and approved that the circumstances have been met to declare as exempt from a limited assurance review.
9.5 To note the dates set for the exercise of public rights: Monday 13 June to Friday 22 July
Cllrs noted the dates set for the exercise of public rights.
10.0 Planning Applications
10.1 Liverpool Road site development – members noted that there are ongoing issues with the development including noise and vibration issues with the recommencement of piling. It was noted that an application for 2 additional houses has been submitted.
10.2 Zebra Crossing on Liverpool Road – it was noted that the road surface markings and the beacons lights have become faint. Members agreed that a request should be made to Highways to refurbish this crossing.
11.0 To Discuss and Resolve the following:
11.1 To approve the Risk Assessment as required by the Insurance Company
It was resolved to approve the Risk Assessment.
12.0 To Authorise Payments
It was resolved to approve the payments as listed:
Clerks Services, Formby Parish Council – £375
Insurance Renewal, Zurich Municipal – £214.50
Audit Fees, Sefton CVS – £25
13.0 Date of Next Meeting
The next Ordinary meeting of Little Altcar Parish Council will be held on Tuesday 6 September 2022 at 6.30pm.
